I infer this statement to mean that what we read matters just as much as whether we can read. When you read good books, with strong vocabulary words and powerful metaphors and thoughtfully designed plots then you get an education through reading. Really, reading good books is like taking supplemental vitamins for your mind! (When I was in college and graduate school, I used to highlight all the vocabulary words I didn't know and then get out my dictionary and look them up. I still do this, even though I've 'finished' school!)
